this is the Imperial Russian Navy armored cruiser Rurik. she followed the French Dupuy de Lome into service by a few months thus being the world's second armored cruiser. not as fast as the Dupuy de Lome and of not so up to date design the Rurik was nevertheless heavier armed than the French cruiser. Rurik met her fate in the Battle of Ulsan during the Russo-Japanese war of 1904-1905. she was scuttled by her crew rather than being surrendered to the Japanese. two other Russian armored cruisers were thus enabled to escape while the attention of the Japanese ships was on Rurik.
